The text of the message by Ayatollah Mojtaba Khamenei, the Supreme Leader of the Islamic Revolution

In the Name of God, the Most Compassionate, the Most Merciful

The first week of Shahrivar each year provides an occasion to highlight the services of the government of the Islamic Republic of Iran. This year, the government of the Islamic Republic of Iran has the honor of observing Government Week at the same time as the blessed and auspicious birth anniversaries of the two revered figures born in Rabi’ al-Awwal—may God’s blessings and peace be upon them and their families.

I take this opportunity to congratulate and express my appreciation to all employees and active managers of government institutions, particularly the sincere and dedicated President of the Fourteenth Administration. This is especially warranted in view of the commendable measures they have undertaken, despite various constraints, the schemes of the American-Zionist enemy, and the intensification of sanctions and blockades, both during the Third Imposed War and in its aftermath. These measures have included providing the goods and various services needed by the people, repairing important sites that sustained damage, and managing the country’s energy needs.

It is also fitting that we honor the memory of the martyred presidents Rajaei and Raisi, the martyred prime minister Bahonar, and the employees, officials, and ministers who were martyred during different administrations. Above all, we should commemorate the great martyred Leader, who served as President for nearly two terms, and pray that God grant all of them the highest spiritual ranks and His divine grace.

The opportunity to serve the people and advance the objectives of the Islamic Republic is a precious blessing that must be cherished. In the present era, amid the critical and complex circumstances confronting the pursuit of an “ever stronger Iran,” one of the essential requirements for achieving this objective—in addition to tireless effort and continuous innovation—is to explain and communicate the power and strengths of Iran and its beloved people.

Weaknesses, shortcomings, and deficiencies do not need to be publicized or emphasized; rather, they require planning and action to remedy them and resolve the underlying problems. At times, candidly expressing our own weaknesses, particularly when the enemy is in need of a boost in morale, can provide it with considerable assistance and may cause concern among friends and supporters, leaving them confused and uncertain. Of course, when such candid assessments are heard only by our own people and those who genuinely care about the country, the problem is less serious. Strength, power, and positive achievements, however, should be communicated and highlighted in accordance with the Qur’anic teaching: “And as for the blessing of your Lord, proclaim it.”

The beloved people of Iran, who over the past six months have demonstrated their true character through various manifestations of struggle against the enemy, their presence on the scene, their unity, solidarity, and mutual support, deserve to feel and experience the service rendered by the branches of government and the responsible institutions of the Islamic Republic as the country advances toward the standards befitting this sacred system and the elevated standing of this awakened nation.

Undoubtedly, the matters outlined below are already central to the programs of the government or, in one form or another, included among its objectives. Their mention here is therefore intended merely as a reminder.

Among these priorities is the need to devote serious attention to the interconnected economic and livelihood challenges facing the country, including inflation, unemployment, the management of prices, and the markets for goods and services. Particular attention should also be paid to other elements of the economy, including economic growth, increasing investment and directing it toward productive and necessary areas, stimulating production, gradually diminishing the dollar’s prominent role, and, ultimately, making the policies of the Resistance Economy the central framework for economic policy.

The principal key to resolving all these issues lies in relying to an ever greater extent on domestic production. At the same time, ensuring an adequate supply of both general and specialized goods is an absolute necessity. Accordingly, wherever domestic production is insufficient, imports should be utilized in a proper and prudent manner.

Encouraging domestic production while simultaneously managing imports and prices can ultimately create conditions in which the dark spots that currently mar the country’s economic landscape gradually become smaller and smaller until they disappear altogether.

Although the enemy’s conduct during the war and in its aftermath has undoubtedly had an impact in this arena, increasingly intelligent management of the various components of the economy, drawing when appropriate on the assistance of ordinary citizens and, in other cases, on specialists and technologists, and activating new capacities can guide the country toward greater prosperity and development.

The sworn enemy of this nation seeks to create the impression that the path to development and progress lies in submitting to it and to its unreasonable demands. Yet an examination of what it has done to this country and its resources in previous periods—even during the years preceding the Islamic Revolution—demonstrates precisely the opposite.
