Iran’s Guardian Council has the constitutional right to suspend elections in certain towns and provinces under the pretext that they may cause unrest. In this election, the Council suspended the voting procses in 10 Wards. In Tehran alone, the Guardian Council declared 534 ballot boxes, totaling 726,266 votes, to be invalid. The invalidation of so many votes, amounting to 25 percent of all votes cast in the capital, resulted in dramatic changes in the candidates’ rankings. For instance, two conservative candidates, ʿAli-Akbar Hāšemi Rafsanjāni and Ḡolām-ʿAli Ḥaddād ʿĀdel, who had fought a losing battle before the cancellation, advanced to the 20th and 28th places, i.e., to the rank of those elected to parliament.
There is no public data on the number of female candidates allowed to run.
